How's about this: 1. Check oil level. 2. Place vehicle's drive axle on jack stands with wheels off floor. 3. Start engine and operate at low idle speed. 4. Repeat opening and closing bypass (tow) valve while alternately depressing forward and reverse pedal(s). 5. When vehicle starts to move...

That is the length given in the parts description. I don't see it in Rotary or Stens. The Briggs distributor came up zero. Didn't see a comp belt close. A guy on EBay is selling a willfit for ~ 60$ though. A belt that length is kind of tough just to go pick up.

These mechanical fuel pumps can move a fair amount of fuel. So should the carb be letting fuel through, it doesn't take long to flood it out. Of course, the pump can have issues as well. Any fuel in the oil?

More commonly on these the low speed passage of the carb begin to plug. I see this more on those that run with plugged air filters. They can be a bugger to service depending on the carb. Of course, the float valve can be worn too. +1 for you to have the foresight to check the governor adjustment.

No, we didn't compact it in layers. Though I thought that far ahead, didn't have the time or energy for that. The main reason for the slab is to keep a clean area. Relax, it is commonplace for these to rust on. A penetrant and tapping the inner race w/ an air hammer or even a punch will help them let go. Drastic action and the worse thing you do is buy a pulley. Tweaking the guide out a touch works in a pinch too.
