water shut off

I've been lucky with the hot water heaters. My "children" seem to like to stretch the water bill out until they get cut off and then it takes a week or two before they have the money to cut it back on. The reason that I haven't lost any water heaters might be that they get the lights or the gas cut off first.

if the water is shut off on the main line, i don't "think" you could empty the water heater by turning on a faucet???
i could be wrong..but if so, 2 solenoids, one one main line and one on the output of the water heater would solve that.
