Permanent DST was tried in the 70s and it only took one winter for the people not to like it.
Yes, it makes quite a difference during the winter the more north you are as far as daylight hours.I remember going to school in the dark in California. No one liked it. It must have really been bad for people up north.

There are many different work schedules that people work. A first shift (6-2), a day shift (9-5), a 2nd shift (2-10), a 3rd shift (10-6), and swing shifts. People have different hobbies that will be done at all times of the day. What will be done that favors no one group or region?

That is correct; the railroad community really pushed for standardizing time zones. Otherwise their timetables were a mess.
