Let me ask you this? Is that your land or right of way? I know our municipality is very sticky over such matters. A friend and neighbor wanted to fill in a slight ditch to gain better access to a field and the municipality said no way. Excavate and put in a culvert (at your expense) , if you want to have a level approach.

I was thinking if it let water perk through the sides of the new catch basin it would drain water through the fill as well as surface water entering through a top grate.

If I was going to do something like that I would lay a perforated pipe with gravel over and under in the existing swale pitched toward the catch basin (riser)...so it flows into it...(i.e., dry-well)

Do you get ice and snow? That can be a game changer when designing such things. Spring thaw and all.

Personally, I am doing something similar and totally unable to find any surplus concrete storm catch basins or cast sewer grates. Frustrating!

Yes western Kentucky here so it does rarely hit -20F

My thought was a vertical perforated pipe surrounded by large gravel that water could flow through.
If capped with a suitable grate it would allow me to drive over it.
No idea where I could get either the perforated pipe twelve inches in diameter by three foot tall or a grate to cover it.
It would need to be grated at the top because we get rain downpours here that would overflow a dry well.

I would suggest a plastic 30gal drum for your vertical pipe butted up to the concrete tile. Cut a round hole for the tile and if too tall, either sink it further or cut the top off. If you perforate the sides, use a circular or rip saw for the slits. Anything bigger than a slit and I have problems with soil erosion on the sidewalls. Your grate could be welded 1/2" rebar or any other steel available.

You are just trying to widen the driveway/road, right?
If so, I would just extend the pipe out 3-5 feet and cover it with the fill being slightly sloped to drain toward the new end of the culvert and leave it at that.

Construction supply stores sell catch basins and lids designed for traffic. Regular pipe set vertical is not designed to support traffic

You need an NDS Flo-well with a top grate opening. I used one with an overflow to serve as the dry well at the end of my french drain system. You would do the opposite and use the well as the inlet to slow the perc into the drain culvert.
