I will flush it out tomorrow and see what happens. I still can't figure out why it doesn't run hot.

OK guys, you'll never believe this. I finally flushed out the cooling system. The radiator was not stopped up. The block was, with rust. Looks like someone ran straight water in it before me. When the rust broke loose I had full flow. I let it run in the driveway for 30 minutes with the overflow hose out of the bottle. Not a drop. Put the hose back in the bottle and instantly started blowing coolant out of the vent hole. Took the hose back out, it stopped. I did this repeatedly with the same results. I can touch the block bare handed and not get burned. Is my tractor haunted?

What vent hole are you referring to? The only vent I am aware of should have the overflow tube attached to it.

The vent hole is in the cap of the overflow bottle.

Assuming your 16# cap is good, sounds like you may be back to a bad head gasket. Something is creating high pressure in your system.
