It will be in the loader manual ... it will specify how much ballast is needed

Says "Add wheel ballast and/or rear weight to counterbalance tractor/loader for stability at maximum loader capacity."

Check the main specifications page in the loader manual... the page that gives dimensions, lift specs, etc

Nothing there about how much fluid to use. That's only specs for the loader parts.

Hmmmm ... in the specs page for my loader manual is where the recommended ballast amount was listed (when I had the R4047). Not fluid amount ... ballast amount. They likely won't list a tire fill amount.

Am I correct that loaded tires do not act as a "counter balance" to the FEL? -- Loaded tires do not relieve the weight stress on the front axle when using the loader? -- Loaded tires just improve traction and stability?

No, they DO act as counterbalance.
