On another forum with Lithium batteries, there is a section titled "UP IN SMOKE, Learn from my mistakes".

People have burnt there homes down going off brand! Prior to thier homes burning they were saying it was well worth the savings.

Brand name products are built to a specification that meets UL listing for products to be sold in the USA as safe! Off brands not always listed.
One of the latest tricks from Chinese companies is to mark thier product with the "CE" symbol. "CE" is the European equvalent to UL in many ways. This mark states that the product conforms to the European standards for health and safety.

When some of these Chinese companies have been asked about thier testing to this standard, they have responded that the "CE" on the product label stands for China Export.

They are rebuildable if you’re so inclined. New quality cells are easily found and a screwdriver, volt meter, Dremel tool and soldering iron are all the tools needed. With a little research you could even upgrade
Eh, soldering a 18650 is not easy. you can easily overheat the cell if you don't have a decent setup, its a big enough of a pain that I bought a spot welder to do this.

I don't recommend this for most people.
