Safety protections can certainly be annoying and definitely go overboard at times. What has not been pointed to is that we are all human. We can be distracted by something, in too much of a hurry, not well, under the influence of recreational drugs or alcohol, affected by prescription drugs or the wrong combination of prescription drugs, over tired, functioning in poor light, had a fight with the spouse, trip or lose balance, or who knows what, or a combination of things that can make us vulnerable to harm. Further not everyone has had the benefit of training from their fathers and many are new to dealing with tractors or whatever.

At some safety class I took at some point in time the instructor told of two farmers who were working on an implement with the PTO going. One got a piece of clothing caught in the spinning shaft so his brother instinctively bent down to help him... his long ponytail got caught in the driveshaft and it scalped him.

It is a joke on behalf of the manufacturer, the Norwegian company "Ugly Children's Clothing"
(They now seem to be trading as Marius Kids; the history/relationship was too convoluted for Google Translate to adequately explain.)
Evidence that it hasn't been faked in Photoshop comes from the various different sources of different clothes with different washing instructions, but the same joke:
