Makes perfect sense. Air in the column does not add weight to push up psi. You need a bleeder valve like an impala v6 engine. LOL.Rearranged the valves between the two tanks so the deep well pump could force water to the top tank drain line. The water pressure gauge immediately began to creep up, so I took a walk up the trench to make sure there were no leaks in the lines. When I got to the upper tank, there was lots of gurgiling noises coming from the riser out of the bottom of the trench. The air was being forced up into the tank, making bubbles. We'll see if the pump will run long enough to get them all out before the well dries out, but it looks like I've confirmed that air in the drain line is the problem. I just wonder why pumping from the water truck didn't take care of it.
