In most commercial situations the Inspector will set the Test Criteria and supervise the administration of the test. This inspector may be a representative of an accredited Government agency or may be hired by the owner to represent the owners interests in the project.
Most times the results are retained for posterity and future reference if that will be required. The contractor, the Government Agency and the Owner may all keep a copy of these records.
Many times the pipes/vessels are tested in remote locations, disassembled and then have the pieces reassembler at the point in which they will be used. This is done for temperature control. ease of assembly area, safety considerations, close to fabrication site and more reasons which elude me at this moment.

This statement would indicate you had though to implicate me with some erroneous facts. I in turn though you may be open to new learnings. No doubt we were both very wrong!
