I allways weld the inside and then grind with a thick deburr disk into the joint on the outside till the back of the inside weld is smooth, then fill the U youve cut with another weld. That guarantees full penetration. My workshop girders are made of several leftovers. Welds are stiffer and therefor have a lower fatigue limit, but a good penetrated weld that is ground smooth on the surface, is as strong as the base material in static loading.

Mild steel has a tensile strength of just over 60klbs. The first 2 numbers on welding rod is the tensile strength in klbs. 60 & 70 are the most common, 80 isn't uncommon.

So a properly done weld with full penetration can easily be stronger than the base metal. Add on top of that welds are usually thicker than the base metal & are splinted you get something significantly stronger. Skill varies & you don't always get full penetration so it can be weaker if not done right.

I didn't move the axles because they were already way back. That was one of my problems, I had too much hitch weight.
