In the US, 110v is always 110v from hot to neutral and 220v from hot to hot (and it alternates from +110v to -110v in relation to neutral 60 times per second, with 220v one side is at +110v while the other is at -110v).
The EU spec is 220v from hot to neutral and it alternates from +220v to -220v (in relation to neutral) 50 times per second, so if a higher voltage is more dangerous, theirs should be more dangerous.

The real mind bender for American electricians, is wrapping their head's around the concept of the driven load's ground being allowed to connect to either the 'hot' or the 'neutral', seen with the common double grounded schuko plugs. It goes against what electricians learn as 'safe' in the states.

That's indeed sad. It does make you think. I've been shocked a few times when welding myself.

There's no way though that I would've waited for the keys before gaining entry. I'd have at least tried to gain entry to the building if I had a feeling something wasn't right and someone was in danger.

I agree! I would have ran through the building with my truck if I i thought someone i loved was in there! Although it probley wouldn't have changed the result!
