Other than the head removed, have you split the tractor? I only say this since splitting the tractor would remove any doubt the transmission is preventing the engine from spinning.

You have only peeked into the bell housing where the clutch sits. It could be possible something there is truly sized up preventing the engine to freely turn.

I have to wonder if there is something else locked up in that engine.
In or under the flywheel, maybe the wrong bolts used in a pressure plate or something in the front gears.

I will say that the fluid mixture in cylinders is hardly moving.....just little drips. So, for sure the rings are seized.

You and I have the same hunch about something else not letting the engine to freely turn. Splitting the tractor is the only way to eliminate the question. And if this is the case, the repair can be way cheaper to fix overall.

I would not be so pessimistic. It seems to me that you have already demonstrated quite a bit of competence. People here can help if it is necessary, at least with advice.
