I wonder if the fuel valve is one of those that allows for a reserve in the tank, similar to motor cycles. You know, where one position lets you ride all day until you run out of gas, then you turn it down and have a quart left to get to the gas station. You'd have to look in the tank to see if there are two openings to the fuel valve. One should be a little higher than the other. Or there might be two pipes coming up from the valve to the tank. That is another indicator of this type of valve. Just a thought on that one.
My guess as to the running problem, since you are getting fuel to the carb, is that the carb is dirty. Get all of your engine information and go to a small engine shop. They should have a manual for the engine and carb. Or go to the Briggs web site. You can get manuals there.
For the starting problem I would try to find out what is clicking and go from there.
Does the engine have a low oil pressure shut down system? Check for that.
