I have a Lincoln 125 HD gasless flux core wire feed welder loaded with .035 wire. It says it will weld up to 5/16" mild steel. I need to create a mount for a power steering cylinder on my kubota. Can I use this to make something strong enough to withstand the abuse of a power steering system, or do i need something heavier?

How thick is the material you plan to use? 1/4" or more May have to bevel, preheat with a torch and Multi pass. So the answer is Yes you can. most power steering brackets are only 10ga or 3/16 at the most so go for it.
