What LouNY said. When you originally hooked up the cutter to the tractor, did the bushings slide freely on the pins? As Lou said, I think you may have some weight bearing on the draft arms and a block of 4x4 under each side of the cutter at the front might help. Also there could be some corrosion/rust between the pin and the I.D. of the bushing that has it stuck.

Relieve the weight/force on the pins and then drive them out with a brass drift. Make sure there is plenty of clearance between the pin and the bushing 0.015" to 0.025" keeping in mind this is farm equipment, not precision machine tool stuff.
