Find the lead that feeds the lights and add a relay across it that is activated by turning on the ignition switch. No ignition power opens the relay and kills the lights.
That would prevent anyone from ever using the lights with the ignition off, which is something I need to do a bunch, in winter.

A buzzer with a suspend button still sounds like the best option, to me.
