As for I.T. managers in large corporations, they should not be expected to know how to get their systems going if they fail. That's not the function of the I.T. manager in a large corp.
Exactly, they should know who to call to get things back up ASAP, but an effective IT manager in a large corp should be more of a project/people manager than a a hands on "I can fix it all" person.

You pay for electricity. Most employees don't pay for I.T. services at their job. ;)

Someone is getting paid to do it though. The employees don’t pay for their share of electric at their job either.

There is a lot of friction in the IT dept, several of the workers are Indian and the top man is a lowerr caste than the rest, the caste system is still alive and well.

I did a pretty large project 2 years ago where the customer brought in two Indian guys to "help" me. They were from 2 different parts of India and I also observed the caste system to a certain degree - although it wasn't really discussed.

Something else that I thought was interesting is that they spoke to each other in English. I asked them one day if they did that just for my benefit. Turns out that they both speak different languages in their home areas of India, so if they were speaking to each other in India it would have been in English.

I've heard, India is quit the polyglot nation.

Curiously, how do they tell what caste another person belongs to? Wouldn't it be easy just to fib about it, especially if you were in a different country?

Different appearance?
When I was in vietnam I couldn't tell the difference between north and south but they could.
