Another item you might consider if the glow plugs check out is the battery, I have an older Allis which was made by Hinomoto and it's in the 20's here, I can go out and start it without plugging the water heater in or using other "aids", but then I have an appropriate battery in it, I don't use car batteries in it, in cold weather there is not enough capacity to hold the glows on then turn the engine over long enough or fast enough for an unassisted start.
