I think you may want an electric cargo bike to carry your groceries like this onebottom line is I'll take the saddlebags with me, and if I have a need for them, will put them on.

a half gallon of milk easily.

I've seen lots of rvs go by with big bikes and cargo under cover, blocking the license plate.

If I'm going to carry more weight in rear, better go 35. Lack of decent suspension means tires being a little
soft helpful. I'm sure the less rolling resistance the better.
