your connector easy to get at, mine was stuffed under fuel tank and was PITA to get at.
iirc I saved the old switch (I superglued it into neutral position while waiting on new one) and if I get chance today I will verify if neutral is open.

My estimation looking at wiring diagram is that both neutral safety switch (22) and PTO switch (21) has to be closed circuit to operate the starter relay (23) which is not in diagram... Again its a guess from poorly done wiring diagram in owners manual/shop manual...

Correct! I used jumpers to bypass the switches and it started up.

Thank you all for your help. Now it's on to the next problem...
