Oil & Fuel fuel filter

I went out to change the fuel filter today and had to use a big pair of channel locks to get the top lock ring loose, is it supposed to be that tight?

Off the top of my head, I'd say no. Of course, it should be tight enough to prevent leaking and keep it from coming loose due to vibration. In my limited experience, you can get that with a good, firm hand tightness - assuming it's located such that you can get a good grip. If you need more than that, it may mean the o-ring or sealing surface is deformed or otherwise damaged.

If you tighten that ring to much you are at risk of cracking the plastic bowl. I would say as tight as you can by hand should be good.

Sometimes if you don't use a new O-ring or don't use the correct O-ring it will leak unless you get it very tight.
