farmall 504 loader issues

Hey everyone - I picked up an old farmall 504 d awhile back. Loader is very slow to lift. There was a lot of water in the hydraulic fluid. Replaced fluid and filter and it did not help. From what I understand there is a oring on the pipe between the pump and filter which could cause hydraulic issues. Also, there are different size pumps that came on these tractors. Wondering if the pump is just not big enough. Not sure if it's always been this way or something new. It was that way when I bought it. The pumps are internal around the bellhousing area. Not a front mounted pump. Anyone have any experience with these?

I've got no Farmall experience. I do know if the three point is in the full up position it can go into bypass mode and really slow all other hydraulic functions. This usually indicates an adjustment on the rock shaft is required.
