I had similar problem. My solenoid was getting plugged with dirt on the vent side port. You could try spraying WD-40 through the solenoid both when engaged and not engaged to try to clear passages. IF that doesn't work. I suggest replacing solenoid. Also, you might want to test the vacuum actuator with a mity vac tool or similar. Disconnect hoses to actuator, connect mity van and pump it down. SHould begin to pull at 3-4" Hg and be fully retracted by 10" Hg. Should stay retracted and hold vacuum without bleeding down.
