There is a reason some outlets/switches sell for a few bucks vs. the bargain basement stuff. Good luck with your heater pad idea. The internal heaters suck a lot of juice, will goof with your AM radio signal and are prone to leaks that will trip a GFCI. My wife tried 3 stock tank heaters on her fish pond and finally gave up and bought one made for fish ponds.
It is a purpose built unit that has a pad heater on the bottom and insulation all around the bowl, you put a 12" piece of pipe into the ground to bring up the heat from under the frost layer so it doesn't have to work as hard and it keeps the valve thawed.

Ok...so water can get in but what happens then? Doesn't it freeze?

They are insulated so that they don't freeze (letting heat come up from below the frost line) and can have a heater underneath. Here is the installation video for one we are looking at:
The one we are looking at also has a heat pad on the bottom of the tank.
