The only downside of that is replacing a broken caster, once the concrete is poured.
However, as long as caster replacement is considered (and you use a heavy duty caster) before pouring the concrete, this "downside" is easily surmountable.

If you weld the bolt head to the frame before pouring the concrete, then to replace the caster all you have to do is remove the nuts and not worry about the bolt turning. I would use a lock nut to hold the caster on. Can't vibrate off.
