The peddle closer to the fender in the diff, lock, when in a straight line and you need both back wheels to pull you step on that one and it locks in both back wheels.
The short rod looking one is to put the PTO in and out, up is in and down is out, on the other side of the seat you select pto speed, 540 or 720

It looks like the same spot my tractor has the axle interlock. I don't know why there are two levers. What brand and model tractor do you have?
