Someone on the local NextDoor posted this, they found it in their yard.

My best guess is that it was a wagon wheel, repurposed with the ends of the spokes anchored (apparently with rebar) so that the center of the wheel can be used to have something stuck in it - maybe a flag pole or an umbrella, but I give that like a 5% probability

Not sure why there's a flange on the north and east spokes as well as the center though.

Most of the time I can come up with totally fictitious but plausible use. In this case I got nothing.

I’ve never seen a wagon wheel with spokes that heavy. It looks like it was designed to be mounted in the center and spin while holding something on the ends. But I have no idea what.

I think that I have seen similar spokes as inner spokes for an old fashioned combine/harvestor/ grain sickle type mower, bolting on through the perimeter holes. As to the rebar, and the modified use, I have no idea.

Maybe it used to be a spoked center that bolted onto an outer wheel rim?
