Our state has that law too and collects a deposit on new oil sold. Never found a place that gives a deposit back. Called numerous state offices to get the story and people were either on vacation or never heard of it.
Fortunately the county furnished a tank at a local and only hardware store so people would not just dump it in the bushes. I had a waste oil heater before and it was an early model with a built in tank, new ones are much better. I am going to get one when I get the wood supply reduced to a safer level on my property.
