Vio17 left teack retracts but not the right

I'm unable to get one side of the tracks to close in. To make it narrow. It is operated by one cylinder. When the first track (left) goes in the right stays extended and sounds like it's completely narrowed both tracks. Here is an attachment of what I see when the left track is in.
