it's odd there are no Moderator titles. members just appear out of nowhere with the apparent ability to Moderate!.

The moderators for each forum used to be listed at the bottom of the page, but I see that's no longer the case.

On most boards, Mods are ID'd just under their username as a member rank. Always wondered why not here, but I guess it really doesn't matter.
