Toro G3 -- very difficult starting -- suggestions

Toro G3 with carbureted Kaw 29 hp engine has been very difficult to start from day one -- requires 1-2 minutes constant cranking with full choke when cold in order to get it going, but once started, runs great. I thought after broken in, it would start easier but no way. With new plugs, manual choke visually working right, 200 hrs, fresh ethanol-free fuel with Stabil, new fuel filter, it still takes 1-2 minutes of constant cranking with full choke to start it when cold.

Suggestions/ideas? (needle valve adjustment?? -- dealer is very difficult to work with)

Take off the air filter and look into the carb. When you pull the choke, does the plate close completely? If not, adjust the cable so it does. If it is not closing completely, it will not start easily cold.
