Among other things, I ran a carpentry manufaucting business in the UK. Try phoning carpentry businesses in your area. I think you'll find they'll be glad of someone to uplift the stuff they produce. The local zoo used to pick up all our sawdust and shavings for bedding.

this is one of those topics that can carry on forever. My experience with horse bedding is the best I've used is kiln dried pine shavings, thin shavings mixed with sawdust. It's more absorbent, less dust. Most your sawdust only beddings come from mills that dump into your trailer just after it was cut from a log, which means wet or damp. Hardwood shavings suck in my opininon. I just picked up a dump trailer load of poplar, mixed with other hardwoods. Worst absorbing bedding I've used. Most pallets are made of oak, so won't be as absorbing as pine or cedar. Going rate for thin pine shavings here is 30 dollars a ton, not bad in my opinions. I have 4 paso finos and 2 clydesdales, and seems to work the best even with the heavy peeing clydes

You know, I have a shop full of thousands of dollars of high end woodworking machines and all I've successfully made so far is shavings. Lots and lots of shavings.

I haven't read all of the posts on this thread but in my opinion, straw should work just fine as bedding for horses and should be available in most areas that allow horses and pastures. Many cities shred tree waste and possibly will give it away for composting or live stock bedding.
If you are really determined to make your own, get your own tree shredder and let folks know that you want their pruning waste. This will not be shavings though, the size will be smaller.

I worked in a machine shop that had a customer that made and rebuilt pallets. We made some replacement teeth for a grinding machine that took the excess wood and chipped it up. The new teeth actually made shavings.
I was there the other day, and noticed they didn't use the machine anymore. Kind of wondered if it had another use in life that it could be purchased for.
I think it has a 100 hp motor 440/3ph.
