I thought I might be able to look at my shop manual and get the definitive answer to both questions, at least for my L4310HST. It only mentions the 3-point speed control affecting lowering rate in either the shop manual or the shop manual. But that's not definitive...
As for the hour meter, the owner's manual says only that it indicates the number of hours the tractor has been in operation, which sounds sort of definitive, but probably isn't. Imagine my shock /w3tcompact/icons/shocked.gif to find that the shop manual doesn't mention either the tachometer or the hour meter anywhere, at least not that I've been able to find. It shows them a couple times, but never discusses their operation.
It appears that empirical data will be the only way to get an answer.
