How about installing a fence to keep the dogs away from the pool?

The law around here is it must be fenced because it's an attractive nuisance. Minimum fence height. Locking gates, etc... pool sidewall can be considered fence height if it's tall enough. Ladder has to be lockable if no fence.
Exception can be full retractable cover that is rated for weight. But just like a gate that you lock, you have to close the cover anytime you are not directly observing the pool.

The pool definitely makes sitting on the porch more enjoyable.
