Can you use adobe in areas of high rainfall? Wet and freeing sounds like it would be even worse. West Cascades of Washington State sounds wet.

I think the added cement might help. I have seen a few things on the internet that indicate that there has been some adobe but im not sure if there are any specific things done to make it successful though.

Yes you can. Use Stabilized Adobe, with cement (about 6-8% by weight) or asphalt emulsion (about 5% by weight). This makes the sand / clay mix waterproof. Also you can coat the block with a lime plaster to protect it from rain.
I make Compressed Earth Brick with a cement stabilization that holds up pretty good. I have one in a 5 gal bucket covered with green moss that is strong.
