Thanks for the replies and suggestions. It is a 5" cylinder and I'm feeding it with 1/2" lines. I did some checking and my pump is only rated for 8.3 gpm. I think you're all correct, it's working as good as it's going to with this setup.
Consider going with a pto hydraulic pump if you need more speed. I bought a Ford 7710 that needed more hydraulics and the previous owner added a pto pump.

If my math is correct 5” cylinder would extend approximately 1.6 inches per second with 8 GPM inlet flow

Your math is either correct or we're both wrong.

Theres a calculator for everything now. Google hydraulic cylinder cycle time.
