In my area you can steal a nearly new roll from my job site. That just happened to my excavator. He was waiting to finish the driveway and reroute it after the walls were poured and the masons hadn't moved their stuff.
About a week later he came out to finish and someone stole the nearly new roll. This thing weighs 200lbs and is 12' long. It really irked him and me. He was able to finish the upper part of my driveway with the heavy bank run but still I paid for it and now its gone.
It is the best stuff it really is holding the base in firm and allowing it to compact down and provide a solid footing.

just an idea here....why not use some old chain link fence, or that plastic orange or green snow fence.

The builder will be blocking the drive starting tomorrow when he drops off his fork lift. The lift alone should block the drive, but just in case with the lift extended total lenght is 30FT. So I will have to walk around it, but I won't be driving into the driveway now and no one else will either. Nice bunch of woods to as a natural obstacle course.

You say that you have use road a road bonding agent.
Is what you have used like a prime or tack coat? ( A bituminous mixture similar to tar, but spray applicated )
That usually works well in most areas, we build complete roads out of essentially gravel and tar ( slag roads ). Chip seals are essentially gravel and tar as well.
Start with a solid subgrade, prime it, gravel it, tar it, gravel it. That is an oversimplification, but it is the basic premis. Different size gravels are laid ... usually consisting of 57 stone
And it is not specifically tar.. there are other liquid asphalt or oil emulsion mixtures.
