I'd give Terry a call. It sounds to me as if you have a little grit under a check valve, but I don't know the back hoe hydraulics.

Putting in some shutoff/needle valves valves in the supply and return to the cylinder would tell you if it is the cylinder or something else. Close them and see if the backhoe still drops when the tractor is off. My loader etc stays up for "forever" with the needle valves closed.
