X2 on the suitcase weights. Heavy hitch I think still is the cheapest place to get those.
Or maybe the OP can pickup a ballast box and use that instead of a box blade. Cheaper option if it can work for him.

I'm guessing the OP wants the BB on and ballast at the same time. In any case the filling of the tires while maybe not enough and as efficient as adding weight further back, does not take up real estate so I would take advantage of that 'storage' location and lessen the amount you need to scab on aft.
