If your going to redesign the unit or the cylinder can you just cut the mount and move it so it is at the limit of the cylinder travel and reweld,

It does not need a return to the tank,
as the cylinder can at a given pressure by pass to the opposite hose, thus if the cylinder is compressed/extended to over design load it moves as the oil is passed from one side to the other via the cushion valve, (just as if one hooked a hose from one end of the cylinder to the other, (but with resistance that is set by the user via the valve

The problem being that the two sides of the cylinder have different volumes, so there is a limited amount of relief available when the valve is closed unless you have a tank line.

Yeah, that's right. Since the fluid is essentially not compressible, there is no relief available when the valve
is closed. The 2 different volumes require that fluid must go thru the valve for the cylinder to move.
