Would it be possible to use a flail mower or whirlibird mower whatever with a john deere B?

If it has a pto shaft on the tractor centerline and a 3-point hitch, sure. You may need to add a few hundred pounds of weight to the front end to balance the weight of the mower.

You're pretty lean on hp with a B. Anything can be done, it's the results you may not be happy with.

Which "B"? Early models would probably struggle with a 4' mower. Late models should handle a 5' mower.
Does it have a PTO? (Required to power the mower).
Does it have a 3-point hitch? If not, you could still use a pull-type rotary cutter.
