JD 896 hay rake

I have this hay rake I am re doing.
It has teeth worn out on the hubs that make the rake turn.
Can't find replacement parts.
Any ideas how to add some kind of clutch to lock the wheels?

I checked Parts Depot(Parts Depot Home) & they didn't show to have that part.

The parts catalogs are available on JD parts however you have to put in 890 instead of 896.

I would check the parts manual as it appears that there is a serial number break for most the parts in the wheel area. Then see if All State Ag Parts has the parts.
If allstates cannot help, then Midwest Made might be able to.
