I also have a L4610 HSTC & see where you are coming from. I wish the governor could control the ground speed better, but my thinking is at least a part of the variation is from the HST braking system. When you let off the hst pedal, I think the engine is used as the brake to gear it down. This speeds the engine up above the governed rpm. But I am just like you, it doesn't seem to pour the coal on as hard as I would like when you go up an incline.
I also have a L4610 HSTC & see where you are coming from. Dear ns, I don't mind the compression braking feature, too much. It is really a good thing. After taking your foot abruptly off of the HST pedal a couple times at PTO speed on damp grass in a turn on a slope, you begin to be more gentle and deliberate with the controls.
My worst case was an experiment to see how fast I could brush hog tall grass. I went at it in high range with full throttle and used the HST to load the engine to drop it down to PTO RPM. Sometimes (mostly on the down slope run) I had to ease the throttle to make the 90 degree turn without drifting way too wide in a four wheel drift. (Holy dirt track, Batman).

Your 4610 does indeed have a governor, but as you've discovered it's a piece of junk. There were a few threads a while back contrasting the governing precision of the grand Ls with the Bs, and there's a big difference. I own a B2910 and the engine RPM holds within 100-200 RPM of the throttle setting until complete overload occurs. It's just what you would want from a governor. I don't own a grand L, but I've used a few of them and the governor might as well not be there. The first time I used one I thought it was broken, but after talking to some TBNers and using a few other Grand Ls, it seems to be the design.
According to kubota mechanic, the basic design of the governors is the same in the two tractor lines, so I don't know of a good explaination for the big difference. I know from the B service/parts manuals that there is a 2x step up gearing from the injector pump to the governor wheel/shaft. One speculation is that the grand L doesn't have this step up gearing and hence has a less sensitive response, but I don't have access to grand L books to confirm or deny the theory.
I can't wait to get in an L5030 to see if this has been improved.

Hayden, Thanks so much for the info. Oh Well! Except for that and a few other minor things, I think the L4610 is a pretty good piece of iron. One of my pet peeves is the rubber boots on the steering. They aren't very robust and they are exposed to whatever comes along. I bent up a set of the undersized guards that only semi-protect them when the steering is aimed straight ahead. I'm going to straighten out the old ones and overlap them on the currently installed ones. I will extend then in telescoping fashion as far as they will go withoug hitting any rotating/moving stuff and weld them. That should help. Well I guess while I'm complaining, I'll mention that there isn't enough headroom and that I have hit my head pretty good several times (Now you know why I am the way I am!) Not enough room to wear a helmet. I've been thinking maybe I'll rework the seat and use thinner but denser foam, like the stadium bleacher seat pads or the knee protector thingies for knee protection while weeding the flower beds.

I can't answer all the questions, but most of the time when I notice the speed not holding, is when I am running around 1/2 throttle or less. Have not noticed this problem at PTO rpm. Also I hooked up my generator to the PTO & the L4610 holds a closer range on the PTO speed than either of my other tractors when going from no load to 15KW load. One of the other tractors is 105 PTO HP. So I guess my governor works fairly well at PTO speed.
