Ford 4000 bleeding issue

I have a Ford 4000 3 cyl diesel. I changed the fuel filters and am having trouble bleeding fuel system. I loosened the bleed valves on top of filter housing and fuel comes out of one on the right but not the one on the left. Fuel not getting to the injector pump. I removed line coming off of the filter housing and fuel not coming out. I pressurized the fuel tank and fuel dribbles out while under pressure. Any ideas?

Remove both filters and start over, large o-ring on filter #1 first in line has likely slipped out of place and is keeping the fuel from entering the filter. The large o=ring should go into a grove in the housing, I most likely I am wrong but I have seen it before.
