Case 580e not getting fuel thru injector pump

My 580e sat for a year and now is not getting fuel out of the injector pump. Its acting like the fuel shutoff is on or stuck. I put a brand new Delphi 7185-900W shutoff solenoid, no change. I have verified 12v to it with key on and hear it click when the key is turned on.
The pic shows where I'm getting fuel and where I'm not. Circle is getting fuel, X is not.
I tried pressuring the fuel tank to push fuel thru, still nothing out of the injector pump. There's also a manual shutoff lever on top of the injection pump. I'm pretty sure it have it in the "run" location (top of lever towards radiator), but have tried it in both settings and still no fuel.
It'll start on ether, won't keep running.

If you haven't got it running yet, you can look at the following.
Your fuel shutoff, engine side, should be towards the radiator if that's what it is, then good.
Most likely, since it has been sitting a year, the fuel has gummed up the injection pump.
You can pull the top of the pump off and the two bolt, sort of oval, side cover. Let the fuel drain out to see what it looks like.
Then, put the side cover on, fill with Berryman's or some other carb cleaner and let it sit for a couple of hours.
Move the linkage by hand inside the top cover while it is in there.
Drain it out, fill with diesel, disconnect the injector lines at the pump and try to bleed.
If you are successful, you loosened the pistons in the pump that create the high pressure.
Put the cover back on the pump being careful that you line up the flat bracket under the cover with a 'J' shape to the shutoff nub on the shutoff lever. You will probably need to replace the cover gasket now or soon.
Hook up the injector lines and bleed at the injectors.
