1. Blade size & intended usage?
2. Brush hog size, acreage and frequency?
3. Commercial or residential?
4. Quick-attach blade on loader, or on tractor?
5. Dealers in your area?
6. DIY or dealer-serviced?

These are just a few of the several questions that will narrow things down, but even then, there's no "best" tractor. JD and Kubota fetch top price and rank high for good reasons, but they're not always the best choice for everyone, particularly when considering available cash or financing.

Ginger/ Mary Anne
I think this one is easier. Does anyone ever actually pick Ginger over Mary Anne?

For Deere or Kubota $40,000 is insufficient budget for a NEW tractor with your specifications, above.

$55,000 to $60,000 is realistic for Deere or Kubota 60 horsepower, cab/ac, mfd, loader, shuttle, tractor in most states.

Once diesel engine generates or exceeds 75-horsepower you have to deal with Diesel Exhaust Fluid. (DEF or blue fluid) (Any and all diesel engines)

The value tractor brand this year is TYM from South Korea.

A new 67-horsepower TYM Model T654 with your specifications might price out at $45,000.

TYM also produces the private label tractors sold by Rural King.

My TYM is 55HP a little on the lower end for your friend. Tractor and loader (no cab on mine) together just under 30k. Similarly outfitted JD and Kubota machines will be at or over budget for your friend when you add a cab.

Given the stated uses and no other context, your friend may be looking at a much smaller tractor or be willing to look beyond his/her preferred brands. How many acres? How much needs to be Bush hugged? How dense is the material being cut?

Almost every one of the 14+ tractor names in the US market makes a good tractor. Some don't play in the 50-90 HP range much.

There are also EPA concerns that get worse above 75 HP.

That's a lot of hp for "no heavy fieldwork".

A rear blade needs weight, and a heavy tractor to work it, not necessarily 90 hp. Certainly don't need that much to brush hog, unless you're aiming for a large batwing type mower.

What implements does your friend have now, and is he replacing an existing tractor, or is this all going to be from scratch?

Welcome to TBN. Probably ought to have your friend join up and ask us all directly.

Also consider which tractor comfortable for you to use...seating,viewing,control,operations.

I'd go Kubota MX series - like MX5400

TYM T574 or 5520CH, brand new cab tractors, 55HP, under $40K. I think this is your only choice, everything else will be much more money. TYM makes good tractors with Cummins diesel engines.
