Front-End Loader FEL and 3Point hitch operation

I am having a problem with the operation of my FEL and 3 point hitch. With the 3 point hitch in the down position, the FEL operates slowly(raising and lowering). With the 3 point hitch in the up position, FEL works normally. What would be the cause.
