I am thinking of cutting a link out of the chain...seems like that might work.

Simply tighten the turnbuckles to get out all the slack.
My neighbor, an experienced third-generation farmer, advised me to tighten even more until there is no side to side motion at the implement at all. (I don't run that tight.)

Oops I just saw that. Cutting a link will be difficult, or rather, reassembling it afterward will be difficult. Is that an aftermarket chain set? The chains are apparently too long.

I'd probably modify them to include an adjustable turnbuckle to take up the slack.
Is there a turnbuckle to adjust the length? Most I've seen are mounted on the axle housing. Can you move them there and reduce the motion?

Turnbuckles are all the way in. I think if i cut one link it will fit snug and then i can loosen buckles to have some give...but right now the arms almost touch the tires...

The staychains on the rear axle housings have built-in turnbuckles. Yours look loose....can't you tighten them?

Another suggestion: See the bolt that goes through the bottom of the axle and provides an attachment point for the sway chains? I wonder if you could swap those parts around so that bolt goes through in the opposite direction, starting from the outer side, and the link secured by that bolt is farther out.
That might use up some of the unwanted length of the sway chains.
