Why would it be harder to start in winter than a liquid cooled engine?
I assume he said that because there's no water in it to preheat the engine.

IF his Deutz had good compression, a good batt./starter and cables, AND had a good working glow plug, it would start easy in cold weather, no matter how cold it got.

That was my point, I could not see why an air cooled engine would be harder to start. Of course you're right no rad or block heaters on those.:)

Many years ago when I worked in the mining industry up north big deutz diesels were used in underground mining machines . When the machines where above ground and needed to be started in the cold weather -45 we had a salamander heater mounted on a cart that would line up with that air intake for the fan and we would let that heater blow hot air until the heat gauge started to show temperature rising! These big diesels had air motor starters so you made sure that you had a source of clean dry compressed air because if you had wet air going in the starter motor froze solid.
